1 - Sigma the bastard knows how to piss people off and try and conquer the world the right way. Megaman X series
2 - Omega A reploid who almost wiped out all of earth's human and reploid population, AND took over Zero's original body. What's not to like about him? Megaman Zero 3
3 - Light Yagami He was the main character of Death Note, but was also the villain. He's smart, something most villains lack. Sadly he was killed at the end. Death Note
4 - Freeza Known all over the universe. How can he NOT be on this list? He's destroyed numerous planets just for profit, and led the galaxy's largest criminal organization ever known. Dragonball Z
5 - Dr. Robotnik/Eggman This guy is so bad at what he does, it's funny. he can't do one thing right without it backfiring or blowing up in his face. Sonic the Hedgehog series
6 - Monkey D. Luffy That's how EVERYONE knows him, his first name is Luffy though. He's a rubberman with a 100 million berri price on his head. In the version of Earth he's from, that's a lot of money. He's defeated powerful marines and other pirates. One Piece
7 - Nagato This guy was more misunderstood than evil. What others took as an act of pure evil, he takes it as sharing his pain with others. He's the type who cared about people, but wished for peace through pain. He died after reviving the majority of people he killed. Naruto
8 - Ganondorf He actually succeeded in where most villains fail. He ruled the world, or at least the kingdom of Hyrule. Armed with the Triforce of Power, he's a force to be reckoned with, and is pretty much immortal. The Legend of Zelda: Ocarina of Time
9 - Ix The leader of the Nocturnus Clan echidnas. Like Eggman, he wants to take over the world after bringing Nocturn back to it, and he comes close to doing so with his advanced technology. The only boss in the game you fight 5 times. Sonic Chronicals: The Dark Brotherhood
10 - Metal Sonic He's more evil than Eggman, and he takes a more direct approach at trying to kill Sonic. Granted, he doesn't succeed, but he gets closer than Eggman did. Sonic Heroes
